A government approved contractor, U.S. Investigations Services (USIS) is now being sued by the Department of Justice (DOJ) for systematically not fulfilling background checks and invoicing the USA government in order to meet imposed deadlines. USIS received over $12,000,000 in bonus payments for meeting deadlines. That dollar amount may not reflect original contract price, which could be much higher.
USIS is the very same company who also did the background check on infamous NSA leaker Edward Snowden.
Federal prosecutors alleged that this deceptive, misleading and fraudulent behavior occurred in about 40% of all background checks processed by USIS for the U.S. Office of Personnel Management (OPM). That percentage amount would be roughly 665,000 background investigations that were dumped.
USIS is charged with three counts: false or fraudulent claims, false statements, and breach of contract.
